I am building on a very tight budget, (as close to free as possible). I spent about $140 on sand and cement for the foundations. Formwork was scrap wood and flexible plastic sheeting. The tools were already mine. Most of the plywood, I scored from the rubbish pile at work. You may be able to approach a transport yard yourself and ask if they have any packaging you could go through for materials. Most companies have to expend time and money to dispose of this material per tonne at the rubbish tip, so they are happy to let you take it off their hands for free. Nuts, bolts, glue and screws etc I had to buy from the local hardware stores. This is fairly affordable but SHOP AROUND! Fibreglass is the most expensive part of all this (over $700au for 17 square meters of everything needed to do the job), so have a look for suppliers on the net and research it before you decide to go ahead.
